Clinical wastes pose threat to public health in Ctg

Chittagong Correspondent

Indiscriminate dumping of clinical wastes has not only making the environment unfit for the people, but also appearing as a threat to the public health safety here in the port city.

Health experts feared that outbreak of infectious disease among the citizens might happen at any time out of the carelessly dumped clinical wastes produced at the hospitals, clinics, diagnosis centers and pathological laboratories.

More than 400 hospitals and clinics of public and private origin are now operating in the port city. The un-incinerated pathological wastes may cause bacteria and virus infections including Human Immunodeficiency Virus (HIV), Hepatitis-B and C, tuberculosis and so on.

Neither the hospital management, nor the overseers of the health delivery systems has yet to design comprehensive policy for dumping of clinical waste and setting up incinerator at the hospital premises.

Sources alleged that, the mushrooming of unauthorized clinical laboratories apart from the public hospitals and health delivery units around Chittagong Medical College Hospital, Chawk Bazaar, Jamal Khan, Chatteswari Road, Gol Pahar, Mehedibag, Baizid Bostami Road, Halisahar, Sheikh Mujib Road, Oxyzen, Surson Road, Momin Road, Chandgaon, Muradpur and some other areas had mainly been responsible for the hazards.

Majority of the pathological and diagnosis laboratories are reportedly operating the business defying the Private Clinic and Laboratory Act 1982. Sources at the civil surgeon's office claimed that only 10 percent of the existing clinical laboratories had required approval.

According to informed sources the clinics and laboratories are putting a good number of bags of intravenous and intramuscularly fluids, broken ampoules, body fluids, syringes, blood, bandages, sews as waste everyday.

Apart from this, chemicals, tested pathological waste, sharp abandoned equipment used for diagnosis and surgery and abandoned human organs are also among the clinical trash.

Sources said, that about two metric tons of pathological wastes were produce a day. A recent field survey revealed that nearly 90 percent of the hospital waste had been dumped into the roadside trash in an unhygienic way.

The field study says 25 percent of the total dumps is Goss, 20 percent is cotton, 35 percent is damaged foods, used syringe, 10 percent is abandoned bottle and other medical tools and the rest 15 percent is the wastes of other forms.

Approximately, 60 percent of the patients are careless of the toxic clinical wastes while nearly 35 percent people are really worried of their environment and the ultimate health status.

Interestingly enough, most of the healthcare delivery units of both public and private sectors are also careless of the issue.

The callousness of the health workers, organized groups are out to collect used syringe, empty blood-bags or containers of different intravenous and intramuscularly fluids and other medical tools for recycling.

A clinical waste management expert at Chittagong University (CU) said that the medical wastes had always been different than the other forms of wastes and dangerous as well.

"The clinical waste can be a threat to the public health as those are absorbed in the subsoil water, soil and air," the expert feared.

Brick wall discovery points to ancient university in Bogra

Staff Reporter

A brick wall discovered beneath the 1,500-year-old Vasu Bihar in northern part of the country Bogra indicates the possibility of a university campus, said an archaeological expert.

"We think a university campus lies buried there. Maybe the Pala dynasty built the Vasu Bihar on the structure knowingly or unknowingly," said Nahid Sultana, leader of a Government archaeological excavation team.

She called the discovery "a major breakthrough", but that much work needed to be done.

She complained of lack of funds that led to the project being wrapped up in January.

The wall built on a concrete floor and doorway to a room date back to pre-Pala era. The team, which began its digging November 23 last year, found a 12.70 to 15.24cm floor three to four metres beneath three rooms of Vasu Bihar.

Despite fund constraints, archaeologists have undertaken excavation work in Bogra, Dinajpur, Sirajganj and other areas in northern part of the country, and have come up with discoveries that link the region to historical sites and monuments at Nalanda, Bihar in India.

During a three-year archaeological dig that started 1973 to 1974, some 30 cells, a hall and other brick-built structures were found alongwith a number of artefacts including 40 bronze statues belonging to 10 to 11 AD, said Sultana, who is also custodian of the Rabindra Memorial Museum in Shahjadpur in Sirajganj.

"This time, we have found bricks and concrete floors under three cells which are 10 to 14 feet long and 9 to 10 feet wide," she said.

Almost all the brick structures are still intact, the first known case in Bangladesh, she added.

"If the Vasu Bihar and Bihar Dhap, divided by a one-km road and cultivable land, could be excavated and studied properly, the patterns of a university complex could be found," Sultana said.

Chinese pilgrim Hiuen Tsang had seen 700 monks and religious educational institutions including temples at the site during his South Asia visit in 639-645 AD, according to the historical documents.

Left leaders blame CG, EC for violating Constitution

Staff Reporter

Top leaders of the left-leaning political parties yesterday claimed that both the Caretaker Government and the Election Commission have violated the Constitution by announcing the programme to hold local body polls before the parliamentary elections.

Speaking at a roundtable discussion in the capital yesterday, they said the Caretaker Government is constitutionally mandated only to hold general elections, while the Election Commission has no rights to get involved in enacting laws.

"Both the Government and the Election Commission have crossed their constitutional boundaries," Workers Party (WP) President Rashed Khan Menon said, while delivering his presidential speech at the roundtable organised by his party at Shaheed Asad Auditorium at Topkhana Road.

"The Government finalised the Local Government Elections Law after twice seeking opinion from the Election Commission, which had never been involved in law making process in this country," said Menon, who himself led two WP delegations during the talks with the Election Commission (EC) and requested the national polls body to reform the electoral laws.

Menon, also a veteran parliamentarian, however, would not explain as to whether the EC was constitutionally mandated to reform the electoral laws or not.

CPB General Secretary Mujahidul Islam Selim alleged that the Government was trying to hold local body polls before the general elections, for what he said, as its "game-plan". The CPB leader did not elaborate.

Influential Awami League Presidium member Abdur Razzak opined that local government election before the national election would hinder the polls roadmap.

He said local government election before national poll would enhance bureaucratic control over the elected bodies, as there would be no political supervision.

UP Chairmen Oikya Jote leader Mahbubur Rahman Tulu, Teachers' Association President Principal Kazi Farooq, NAP (M) leader MA Gani and Khet Majoor Samity General Secretary Prof Abdus Sattar, among others, took part in the discussion.
