US accuses Iran and Syria of trying to destabilise Iraq AP, United Nations The United States is accusing Iran and Syria of trying to destabilize Iraq. U.S. Ambassador Zalmay Khalilzad told the U.N. Security Council on Monday that Iranian-backed groups have launched numerous attacks on Iraqi civilians and multinational forces this year. He cites estimates suggesting that 90 percent of foreign terrorists enter Iraq through Syria.
